When a community does not have enough resources for a corporation to exploit profitably, and no government agency is able or willing to create a public network, communities create their own. Here are political, economic, communication, and electronic perspectives on the phenomenon. Among the topics are legal and political barriers to municipal networks in the US, the social and economic benefits of Nepal Wireless, telecenter-based community wireless networks empowering rural communities in Uganda, lessons learned from grassroots wireless networks in Europe, and a critical analysis of the limitations and effects of the Brazilian National Broadband Plan.
