This study purely employs a qualitative research which is aimed at filling the gap and will discuss clearly the overview of both the legal reform processes happening in the public sector of the Philippine government and of recent developments and challenges related to the process of reforms initiated by the Civil Service Commission of the Philippine government being its Central Personnel Agency duly in charge of recruitment and training of all its employees for governmental effectiveness that have occurred right after the Marcos regime which ended in 1984. This paper will cover the years commencing 1986 up to the present dispensation of the Duterte administration. The primordial goal of the investigation is to study and suggest the approaches to reforming the Civil Service system and its decision-making process. This paper outlines the discourse on the reform of public service among scholars and public officials in the Philippines Then, it elaborates on the laws and institutional measures that have provided for the establishment of an effective public personnel administration system in the country. Finally, this paper will also outline which of the approaches and reforms are effective and suitable to the personnel of the Philippine government and the challenges that they have faced in order to meet the increasing demands of public servants in the Philippines. A documentary analysis and a comprehensive review of related literatures on the successful practices of public personnel administration of the most successful public management model will be used to evolve on the possible steps/strategies to further enhance the delivery of personnel services of the government sector workforce in the Philippines. This study will purely involve an examination of secondary data from the Civil Service Commission regulatory manuals and memoranda and other pertinent documents from the other agencies of the Philippine government relative to public personnel administration. Other data can also be gathered through a documentary analysis and a review of related written materials such as the newspaper, magazines and other related studies mostly from the local perspectives of Filipino researchers and practitioners in the Philippine administrative system.
The objective of this book chapter is to establish/develop the readers' awareness on the recent reforms and innovation of the Philippine Civil Service system given a series of the leader's dispensation from the post Marcos regime up to the present dispensation.The public administration researchers, practitioners ,students and scholars would be able to have a clear understanding on the strategies of public sector administrators which they can inevitably apply in their respective department or public agencies or offices.
