Efficiency of Indigenous and Intercultural Higher Education and Research Programs: The Case of the Autonomous Indigenous University of Mexico

Abstract

A study was carried out using data envelopment analysis, in which variables (inputs and outputs) of a group of 13 public HEIs from the northwest of the country were compared with data from the 2018-2019 cycle to characterize the UAIM. It was found that 1) when considering government financing and generated own resources, UAIM has an efficiency of 39%; 2) when considering ordinary financing and tuition, the institution is 100% efficient; 3) in relation to the total number of teachers and enrollment has an efficiency of 39%, it has the capacity to serve up to 14,325 students; 4) it has an efficiency of 26% in relation to the total and accredited educational programs; and 5) the total efficiency is 51% and represents an intermediate level with respect to the other HEIs, which on average is 56%.

The Uaim

The UAIM is an HEI that emerged on December 5, 2001 in Sinaloa, it is one of the first institutions of an intercultural nature, serving young people from more than 25 ethnic groups in the country, mainly from the Yoreme May people of North Sinaloa (Guerra-García, 2016). In its more than 20 years of work it has changed its name twice. In 2016 it was established as the Intercultural University of the State of Sinaloa, but by 2019 it returned to its original name.

It has three units or campuses located in Los Mochis, Mochicahui and Choix, in addition to extensions in: a) El Tajito, b) El Carrizo and c) Topolobampo. But not all have the same dimension or the same vocation. The Mochicahui unit is where students who come from one of the country's ethnic groups are concentrated, because that is also where the hostel and dining room services are offered. In the Los Mochis and Choix units, there may be collections of school fees according to the modality of the educational programs, which generate most of their own income.

Until now it maintains 10 educational programs (PE): Bachelor's degrees in 1) Rural Sociology, 2) Community Social Psychology, 3) Intercultural Education, 4) Law, 5) Accounting; Engineering: 6) Forest, 7) Sustainable development, 8) Community forest, 9) Computer systems, and 10) Quality systems. There are also two online programs: 11) Virtual Law and 12) Bachelor of Education. Until the time of the investigation, there were only three accredited PE. It offers scholarships for food, lodging and school fees with a limited capacity to do so. The end of this is to develop professionals who can eventually return to their communities and improve their conditions of poverty.
