Rafael Enrique Pineros-Ayala is Professor of Foreign Policy and International Relations Theory at the Universidad Externado de Colombia, in Bogotá. Member of the International Studies Association (ISA) in the committee of Foreign Policy and Latin America. Interested in relations between Latin American countries and the United States in foreign policy issues.
