Top1. Introduction
Increasing concerns about fiscal sustainability transportation have brought the issue of transportation system efficiency to the forefront of policy discussions at both national and international level, development of rail transport is dependent on the economic play a critical role in transport planning authority’s decision in policy development and resource allocation, the improvement of transportation activities depends on the analysis of strengths and weaknesses and also the optimization of current resources, the high quality services of freight and traveling can be achieved by comparing different divisions from the perspective of the facilities, abilities, and services presented by them, this comparison can include criteria which measures the efficiency of every Decision Making Units (DMUs), by using the efficiency values and technical efficiency of each DMU, it is possible to identify the defects present and then solve them. Turkey is likely to become a member of the European Union, with this development, Turkey would be required to make extensive adjustments in numerous areas including the transportation industry for a long period. The transportation sector is among the areas on which the creation and implementation of a common policy was put as an obligation in the Rome Treaty. Since the Rome Treaty, which is the foundation of the EU, the primary policy that has been pursued by members is the free circulation of individuals and products. These countries make significant efforts to alleviate the obstacles in their borders. The main components of the common transportation policy addressed within this framework were defined as reducing employment, protecting the environment, being open to competition and providing the best service to the customer with the largest perspective.
The outlay in railway investment is the main concerns in Turkey, more than 11 thousands km of railway lines length and 9 hundreds km of high speed railI, nternational Union of Railways (1970-2015),but at present internal travel by the rail is low and Turkey tries to make the greater portion of travel from road to rail M. Banar and A. Özdemir(2015). The main purpose of transportation is to provide the service necessitated by the economic and social targets of national development; with the most convenient qualities demanded by the user; in a way to satisfy national security requirements; in a safe and environmentally‐ friendly manner; for the cheapest price; using contemporary technologies; and in harmony with international regulations and policies; continuously and without any interruption .It is aimed in this study to determine Turkey’s current situation and to evaluate the rail performance, and investigate whether Turkey utilizes its railway performance in terms of rail transportation indicators. This way, it is believed that this study will contribute to the efforts towards harmonization. Therefore, a relative efficiency analysis was conducted using the method of radial and Non-radial Data Envelopment Analysis for Turkey by considering rail transportation. Thus, Turkey’s position with respect to traffic indicators was determined. Based on the concrete findings, the policies that Turkey should develop in order to increase harmonization with the transportation structures were discussed.
