Journal indexing can be a very complex concept to wrap your head around. If you look at a list of journal indices, you may ask yourself, “Why is this journal included in one journal indexing database and not another?” or “Why is a certain journal not included at all?”. There are many different answers to these questions, but some may be:
  • The journal has not been established long enough to qualify for a specific index.
  • The journal’s citation rates are not high enough.
  • The journal’s coverage and scope does not align with the index.
  • The journal does not have enough published content to qualify for an index.
  • The journal’s contributors and reviewers are primarily from the same institution and/or country.
Selection criteria for indices is based on the amount of highly cited content found in the journal, as well as practical relevance to scope and coverage and the contributions it makes to the field of research, among several other key areas. Publishers must adhere to guidelines and requirements of indices when selecting journals to submit.

It’s important that journals publish a consistent flow of content year-to-year as indices aren’t just looking at how frequently the content is being utilized and cited (citation impact), but they are also closely monitoring the level of interest coming from contributors to the journal. Journals that display a gradual decline in submissions from year-to-year may be pulled from or rejected by the index, especially if the journal is also experiencing declining citation rates. Also, more specialized/niche journals oftentimes will have a more difficult time getting indexed and carrying an impact factor due to a smaller set of researchers actively utilizing the content. It’s important that editors of more niche journals are keeping a robust network of colleagues to support them in promoting the journal – encouraging its usage and also engaging prospective contributors.
What many don’t understand is that just because a journal isn’t currently indexed, it doesn’t mean that it never will be. As specified above journals must be established for a minimum of two years before they can be considered for inclusion in most prominent indices. So any newly established journal would not yet be eligible. Submitting to a newer journal can have many benefits as oftentimes these journals are in the most innovative content areas and positioned well for future indexing, and even if your work is accepted into the journal before the journal is formally accepted into an index, once the journal is accepted into an index, you as an author will be recognized as having your work included in an indexed journal.
Also, another important thing to note is that open access journals (gold open access journals specifically) can at times have a leg up on being indexed due to the content being more open and available for use under Creative Commons licensing. Without any paywalls or heavy usage restrictions, it is much easier for researchers to access and source the content in these journals leading to a higher potential for citation impact.
