Abstract
This chapter examines innovation and technology transfer policies in the Brazilian public sector, identifying their main challenges and opportunities. Brazil, as a developing economy, faces significant challenges in pursuing a more innovative and competitive economy. Technology transfer plays a fundamental role in this process, promoting the development of more efficient and sustainable products, services, and processes. From early initiatives in the 1950s to more recent strategies, the authors analyze how Brazil has sought to promote innovation and effectively transfer technology to drive its economic and social development. However, the complexity of the public system and a lack of integration among different stakeholders can hinder the effective implementation of these policies. This study discusses existing initiatives, such as the legal framework for science, technology, and innovation, and suggests measures to strengthen the capacity for innovation and technology transfer in the Brazilian public sector.
