Abstract

The project of redesign and improvement of the trash collection system and vandalism prevention on stationary and portable pumps was implemented by the Welding Department of the Hidalgo County Drainage District No. 1. The purpose of this project is to minimize downtime caused by trash and debris entering the pump stations and the damage caused by vandalism. All this is to reduce flooding risk to the Hidalgo County residents. The Hidalgo County Drainage District No.1 is a government entity dedicated to the cleaning and maintenance of the pluvial drainage system along Hidalgo County—it is located at 902 N Doolittle Rd. in Edinburg Texas.

Theoretical Foundation

According, to The National Conference of State Legislature, floods are the deadliest, costliest, and most common form of natural disaster in the United States and the world. And they are caused by a wide variety of natural events. There are two forms to mitigate the risks of flooding, structural and non-structural. The structural forms to mitigate flooding include seawalls, gates, levees, and evacuation routes. The non-structural includes reducing risk by removing people and properties from risk areas (Diggs et al., 2021; Ganesh & Rampur, 2016; Waller & Yitayew, 2015).

The Federal Emergency Management Agency (FEMA), released a report in 2017, called “Innovative Drought and Flood Mitigation Projects” that evaluates four disaster mitigation approaches which include Flood Water Diversion and Storage. This approach states that diverting flood water into wetlands, floodplains, canals, pipes, reservoirs, or other conduits helps mitigate flooding by allowing for a controlled release of water outside the residential and metropolitan areas (Diggs et al., 2021; National Conference of State Legislature, 2019).
