Abstract

Contemporary socio-economic perceptions increasingly recognize the requirement for effective administrative changes. At this level, technological changes and especially the intention to implement digital reforms represent a distinct challenge for modern administrations in order to become capable of responding to the prevailing demands for a digital administrative environment. The integration of e-governance systems is a crucial goal for all developed countries aiming to increase the level of effectiveness and efficiency of administrative systems. The integration of a change, however, is a particularly demanding process that requires specialized know-how, found in the contemporary field of change management. The need to utilize change management in the integration of ε-governance is nowadays more evident than ever. Under the aforementioned approaches, the study will focus on examining the approaches of integrating information and communication technologies in the public sector from the perspective of change management.

2. Electronic Governance In Modern Public Administration

The implementation of Information and Communication Technologies has changed the way businesses and organizations operate (Apostolakis et al., 2008). The utilization of modern technologies is now a current administrative goal for private and public organizations in the context of the claim for ever higher efficiency and effectiveness (United Nations, 2018; Anthopoulos, 2021). Under this view, public administrations around the world are redefining their operation, introducing digital reforms that will allow them to upgrade it and thus better serve their role (Rossidis, 2020a).

The need for ever-increasing administrative and socio-economic outcomes coupled with the demand for a more functional public administration has led to an increasing focus on leveraging information and communication technologies (World Bank, 2002; Qian, 2018).
