Abstract

The purpose of the research study reported on in this chapter is to investigate information technology management (ITM) of infrastructure development to support e-leaning towards achieving sustainable development goal (SDG) four on quality education. To what extent do schools use and maintain information and communication technologies (ICTs) for e-education through community engagement? The research will also explore the extent to which the South African government had implemented an ICT policy in e-education, especially against the background of infrastructure development.

Achieving The Sustainable Development Goals Through Infrastructure Development

Infrastructure development is critical to achieving the United Nations (UN) “Sustainable Development Goals (SDGs) at an international level” (Popescu & González, 2022, p. 133). However, both developing and developed countries are currently facing high-powered challenges in financing and managing infrastructure projects. Public-private partnerships (PPPs) are seen as emerging trends in terms of providing viable solutions to address these challenges by leveraging the skills, resources, and experience of the private sector in infrastructure development.

However, the implementation of PPPs for infrastructure development projects requires a different approach in developing and developed countries due to their unique economic, social, and environmental contexts. Hence, this chapter proposal, as part of the book, aims to contribute towards a comprehensive guide on PPPs for infrastructure development for especially developing countries.

Target Audience

Like that of the book that it proposes to form part of, the target audience of this chapter includes it being intended for policymakers, investors, financiers, practitioners, and researchers interested in PPP infrastructure development for achieving SDGs globally. As part of the book, this chapter should be relevant to people working in sectors, such as infrastructure, finance, environment, urban planning, and economic development, among others. As part of the book, this chapter especially targets an audience in developing countries.

Topic Coverage

In terms of the topic coverage suggested for this book with regard to recommended topics, the main focus of the chapter will be on:

  • The Role of PPPs in Infrastructure Development, i.e., discussing what PPPs are, their benefits, challenges, and applications for infrastructure development in especially developing countries.

  • The Role of Quality Infrastructure and the importance of building the future of Quality Infrastructure in accordance with the SDGs.

With regard to the topics proposed for this book, this chapter will discuss the following:

    Environmental and social sustainability considerations in public-private partnership infrastructure projects

    Future prospects and opportunities for public-private partnership infrastructure development in developed and developing countries

    Promoting the role of Infrastructure Management (IM) and of Infrastructure Management Service (IMS) in specific areas, such as, for instance, Information Technology (IT) infrastructure.

According to the UN Office for Outer Space Affairs (2023), “Sustainable Development Goal 4 aims at ensuring inclusive and equitable quality education and promote lifelong learning opportunities for all. This goal ensures that all girls and boys complete free primary and secondary schooling by 2030.” Although the recommended topics selected from those of the book focus more on SDG 9: Industry, Innovation & Infrastructure, including topics covering a wide range of aspects related to public-private partnership infrastructure development, this chapter will also focus on sustainable development in the context of SDG 4.
