Introduction

The educational landscape of Nigerian public universities play vital role in the socio-economic development of the country. This study, is deeply rooted in addressing the evolving challenges faced by Nigerian public universities, provides a comprehensive understanding of how these strategies can be implemented to enhance the overall effectiveness of infrastructure development (Ololube et al., 2023). The dynamic nature of higher education institutions in Nigeria necessitates a nuanced exploration of strategies to enhance infrastructure, aligning with the specific objectives of collaborative partnerships, technology integration, community engagement, and capacity building and training. This has led to an increased need for strategic planning and implementation of infrastructure projects that cater to the needs of students, faculty, and staff, as well as promoting empowerment and inclusion within the university community. By aligning with the specific objectives of empowerment and inclusion, Nigerian public universities can navigate the complexities of their educational landscape, ensuring continued contributions to knowledge creation, dissemination, and societal development (Ololube & Cheta-Maclean, 2023).

The importance of infrastructure development strategies for empowerment and inclusion in Nigerian public universities provides an overview of the key strategies that can be employed to achieve this goal (Ololube et al., 2016a). Akinwumiju et al. (2008) aptly posited that the current state of infrastructure in Nigerian public universities is inadequate and outdated. This has led to a range of issues, including overcrowded classrooms, poor access to technology, and limited access to essential facilities such as libraries, laboratories, and recreational student. These shortcomings have negatively impacted the quality of education and overall student experience, thereby hindering the universities’ ability to attract and retain top talent. To address these issues, collaborative partnerships emerge as a crucial strategy.

Actively seeking partnerships with government agencies, private organizations, and international institutions can secure funding, resources, expertise for infrastructural projects to foster empowerment through improved facilities. In recent years, public universities are experiencing surge in the demand for quality education and infrastructural development. Therefore, recognizing infrastructure development is crucial for the empowerment and inclusion of various stakeholders, the provision of accessible, modern facilities enables universities to create an inclusive environment tailored to the diverse needs of students, faculty, and staff (Ololube et al., 2013). Their scholarly prominences on the importance of employing key strategies to enhance infrastructure development in Nigerian public universities do not only promote a sense of belonging but also fosters a culture of innovation and collaboration that are crucial for cultivating a competitive and well-rounded workforce. This study focuses on the imperative connection between infrastructure development strategies and empowerment and inclusion within Nigerian public university.

Collaborative partnerships in the context of Nigerian public universities are instrumental in addressing the pressing challenges of infrastructure inadequacy. According to Ololube et al. (2016a), seeking partnerships with government agencies, private organizations, and international institutions is paramount. Government agencies can provide essential funding, private organizations can contribute expertise, and international institutions can bring global best practices. These partnerships not only secure resources for infrastructure projects but also foster a collaborative environment, empowering the university community through shared knowledge and expertise. Moreover, collaborative partnerships contribute significantly to the inclusion of diverse perspectives in infrastructure development. Engaging with external entities ensures that projects consider a broad range of needs, including those of students, faculty, staff, and the surrounding community. This inclusivity promotes a sense of belonging and shared ownership that align with the goals of empowerment and inclusion within the university community.
