A Critical Appraisal on the Impact Maximization of Integrated Service Delivery Through District Development Model

Abstract

This chapter assesses the impact of the district development model (DDM) 's impact in maximizing integrated service delivery in South Africa. This chapter argues that the maximization of service delivery could only occur through proper alignment of resources, closing gaps between the people and the government. The chapter uses DDM objectives to evaluate the potential and challenges in enhancing integrated service delivery and intergovernmental relations at the local government level. DDM objectives are as follows: a) to promote cooperation instead of functioning in silos; b) to attenuate the disassociation between government and people; c) to ensure the delivery of consolidated services. OR Tambo District Municipality, eThekwini Metropolitan Municipality, and Waterberg District Municipality were used as case studies to reflect on the operation of the piloted DDM in South Africa.
