Editor/Author Biographies

J. Scott McDonald (Ph.D. – Political Science, Northern Illinois University, M.S. – Geography, Northern Illinois University) is a Professor of Public Administration at the University of Texas at El Paso. He has authored or coauthored more than 50 refereed and governmental publications focused primarily on economic development, community development, leadership, innovation, and quality of life. He has conducted projects for a wide range of federal, state, regional, and local entities.

John R. Bennett (D.P.A.) is marketing communication manager at the Jekyll Island Authority. He previously served as executive director of Bike Walk Savannah (formerly the Savannah Bicycle Campaign), a nonprofit organization he cofounded in 2007. He teaches in the Master of Public Administration and Organizational Leadership programs at Valdosta State University. He writes a column on bicycling, transportation, and urban planning for Connect Savannah, a weekly newspaper. He also worked as journalist, a college media adviser, and in university communications and student affairs.

Keith A. Merwin is a principal in Merwin Associates, a consulting firm providing strategic technology analysis, planning, and development and change management services. He has 25 years of experience developing software and providing training for customer service operations in government and for-profit organizations including meeting the needs of multilingual users.

Gerald A. Merwin (Ph.D.) is a Professor of Public Administration at Valdosta State University. His primary research interests relate to information management in the public sector and the role of information technology in economic development. He teaches and directs programs in Organizational Leadership and Public Administration.
