Falah Mustafa

Falah Mustafa Bakir is Senior Foreign Policy Advisor to Nechirvan Barzani, President of Kurdistan Region of Iraq. In August 2019, he was appointed to this position after serving as the first Head of the Kurdistan Regional Government's Department of Foreign Relations from 2006 to 2019. As Senior Foreign Policy Advisor, Mr. Bakir represents Kurdistan at the national and international levels and oversees relations and coordination between the Region and the Iraqi federal authorities. Previously, he served as the KRG's liaison with the Coalition Provisional Authority in 2003 and the Multi-National Forces' Korean Contingent in Erbil in 2004. He was a Senior Adviser to the KRG Prime Minister from 2002 until 2004, when he was appointed Minister of State. From 1999 to 2002, Mr. Bakir was the KRG Deputy Minister of Agriculture and Irrigation. Mr. Bakir regularly represented Kurdistan at regional and international events and conferences and actively promoted political and economic ties with diplomats and business leaders worldwide. Mr. Bakir also promoted cultural and educational exchange programs, scholarships, and capacity-building and Human Resources Development programs targeted at Kurdistan's youth. Mr. Bakir obtained his undergraduate degree at the University of Mosul, Iraq, his graduate degree in Development Studies at the University of Bath in the United Kingdom, and a senior manager’s executive program certificate at Harvard University’s Kennedy School of Government.
