Bekir Değirmenci was born in Şanlıurfa province. He completed his primary, secondary and high school education in Şanlıurfa. He completed his university education in open education. He completed his master's and doctorate education in the business administration program of Hasan Kalyoncu University in Gaziantep. He currently works in Şanlıurfa Metropolitan Municipality.
